Sir,
WE have the honour to bring to your notice the following telegram to hand from Hong Kong :-
"In accordance with instructions from Peking, the Canton authorities have issued a proclamation directing Kwangtung Province magistrates to be more energetic in suppression in accordance with the manifesto, otherwise they will be punished."
From the above it is clear that still more rigorous measures are being adopted by the Central Government to shut out Indian opium, and to prevent the stocks from being absorbed. This is a very serious matter, as the quantity is so large, and represents such an enormous value, that every day the settlement is delayed increases the danger of the position. May we ask if there is any chance of relief in the near future from the present intolerable position?
